The National Salvation Council was founded on 16 July 2011 in Istanbul, Turkey, by 350 exiled dissidents. One of its aims is to set up a parallel government, although not all the members of the Council agree with that aim.
A photo by Reuters (uncredited, undated) in TSR, 17 July 2011, shows the flag of the Council as white with a logo in the national colors, including green stars and a stylized bird of prey. A photo by Bulent Kilic (AFP, undated) in Le Point, 17 Jul 2011, shows the founding meeting of the Council with the table flags of the Council and of Syria.
I have not found more recent news from the Council.

The National Salvation Council is also known as the National Salvage Congress
or National Rescue Conference and during this Conference they announced the
establishment of the National Rescue Authority, also known as Syrian National
Council) (source:

announced in Istanbul on October 2, 2011 "to represent the Syrian Revolution
politically" (source:
https://www.syriancouncil.org/en/mission-statement.html).
In
November 2012, the Syrian National Council agreed to unify with several other
opposition groups to form the National Coalition for Syrian Revolutionary and Opposition Forces
commonly named the Syrian National Coalition. On January 20, 2014, the
Syrian National Council announced that it was leaving the Syrian National
Coalition.
The Syrian National Council has been at times recognized as
the representative of the Syrian people (https://en.wikipedia.org/wiki/International_recognition_of_the_Syrian_National_Council)
and since the fall of Damascus on December 8, 2024 it may well be recognized as
such by further countries and international organizations alike, together with
the National Coalition for Syrian
Revolutionary and Opposition Forces whom at
times has garnered international recognition also (https://en.wikipedia.org/wiki/National_Coalition_of_Syrian_Revolutionary_and_Opposition_Forces)
in what is called the Syrian Interim Government.

Conference flag is a white horizontal flag with the logo in the middle.
